An allegory. Or an attempt at one. The woman in the foreground could be seen as a personification of the continent America, anxious and frightened of the new arrivals. She doesn't know what the future will bring but she has mixed feelings about it. The sunset could symbolize the end: the end of an era and the beginning of a new one.
